History of sex education in Korea: how state power controls national bodies

sex education varied within age groups: 1) community-based: for married couples 2) military: 3) schools 4) family 5) school police, family and women's department, etc.

Q:
Why there's no resistance in the realm of sex education, except the late 1990s? Just because of the absence of homosexuality in the content? 


How state power makes difference in perceiving risk and pleasure?
How state power builds a sexual citizen?
How people choose what to teach and what not to teach?
